Delaware Tech Announces 2025 Commencement Speakers

Âé¶¹ÊÓÆµ will hold commencement exercises in May to celebrate graduating students from all four of its campuses statewide. Details for each ceremony are as follows:

Col. Joseph A. Cooke, Jr., Delaware National Guard commander, 261st Theater Tactical Signal Brigade, and member of Delaware Tech Board of Trustees

Col. Joseph A. Cooke, Jr., entered the Delaware National Guard in 1989 as a private and received his commission from the Delaware Army National Guard Office Candidate School in 1996, graduating as the Distinguished Honor Graduate. Prior to his current assignment, he served in several leadership positions, including deputy chief of staff for personnel (G1), Joint Staff vice chief of staff, recruiting and retention commander, and deputy chief of staff for information management. Col. Cooke holds a Bachelor of Science in Physics, with Engineering Emphasis, and Mathematics from Delaware State University, a Master of Science in Geophysics from Stony Brook University, and a Master of Strategic Studies from the United States Army War College. He also has received numerous awards and decorations during his military career. Among them are the Bronze Star Medal, the Defense Meritorious Service Medal, the Meritorious Service Medal with Oak Leaf Cluster, the Military Outstanding Volunteer Service Medal, and the Signal Corps Regimental Association's Bronze Order of the Mercury.

- Commencement Speaker: Patti Grimes, executive director of the Carl M. Freeman Foundation and Joshua M. Freeman Foundation and member of the Delaware Tech Board of Trustees
Patti Grimes, vice chair of the Delaware Tech Board of Trustees, is the executive director of both the Joshua M. Freeman Foundation and the Carl M. Freeman Foundation in Sussex County and has been recognized multiple times as one of Delaware’s most impactful leaders by the Delaware Business Times. The Joshua M. Freeman Foundation is the third largest arts organization in Delaware, serving communities all over Delmarva and beyond, and is well known for its outdoor concert venue, the Freeman Arts Pavilion. The Carl M. Freeman Foundation is a private family foundation that provides grants and guidance to nonprofits in Sussex County. Ms. Grimes is also a member of the Board of Leadership Delaware, a member of the Coalition to End Childhood Hunger and was the founding member of the Sussex Economic Development Action Committee. Earlier in her career, she led marketing and sales efforts for the Carl M. Freeman Companies. There, she was the sole woman on the executive leadership team that developed award-winning resort communities. Ms. Grimes holds a bachelor’s degree in public administration and political science from James Madison University.

- Commencement Speaker: Michael J. Hare, executive vice president for development at The Buccini/Pollin Group and member of the Delaware Tech Board of Trustees
Michael J. Hare joined the Buccini/Pollin Group in 2008 as executive vice president for development. His responsibilities include development management, public investment, government relations, multi-jurisdictional entitlement and external communications.
Prior to taking that role, he served as the deputy director of the Riverfront Development Corporation of Delaware, where he helped lead the $1 billion transformation of the Wilmington Riverfront; a senior development specialist for the Delaware Economic Development Office; and a member of the Wilmington City Council. Mr. Hare holds a Bachelor of Science in Public Administration from St. Joseph’s University and attended the Fels Center of Government at the University of Pennsylvania. He is active in St. Elizabeth church in Wilmington and serves on Bishop Francis Malooly’s Pastoral Council and on the Vocations Admissions Board for the Diocese. Mr. Hare also serves on the board of many community organizations, such as the Salvation Army State Advisory Board, the Boys and Girls Club of Delaware Board (which he chairs), the Board of the Latin American Community Center, and the Wilmington Public Safety Foundation (which he chairs), just to name a few. He was formerly a member of the Board of Trustees at Archmere Academy and the Delaware Stadium Corporation.
